Translation:

(O Prophet,) the Book that We have sent to you by revelation is the very Truth, which confirms the previous Scriptures. Allah is indeed well aware of His servants, and watchful over everything.

Translit: Waallathee awhayna ilayka mina alkitabi huwa alhaqqu musaddiqan lima bayna yadayhi inna Allaha biAAibadihi lakhabeerun baseerun

If Allah had given His provisions abundantly to all His servants, they would have rebelled in the earth, but He sends down in due measure what He wills. He is well informed of His servants and watches over them.
